Director Fred Luevano was first elected to Director in November of 2016. Director Luevano’s term ends in November 2020.
Fred is a Certified Business Continuity and Disaster Recovery Services professional with over 40 years of Information Technology experience in both the Public and Private Sectors. Fred’s experience includes a senior level position with Gartner Consulting as Vice President of the Western Region where he managed their Information Systems Consulting Practice and established their Disaster Recovery and Business Continuity consulting practice worldwide. Prior to Gartner, Fred held the positions of Manager, Data Center Operations, at Northrop Grumman Information Services. Fred’s background includes numerous senior management and analytical positions with several other large high-technology companies and public-sector organizations. Fred is a recognized Subject Matter Expert in Disaster Recovery and Business Continuity.

Fred was involved in the formation of the Disaster Recovery Institute International (DRII), where he served as Chairman of the Certification Board of Directors; served as Chairman of the Board for PPBI (Public & Private Business Inc.); has served as a Speaker at numerous Gartner Conferences and Disaster Recovery Journal Conferences.
Fred was Co-Chair of the Fallbrook Fire Safe Council for 9 years, where he obtained over $700,000 for vegetation abatement projects in Fallbrook, Bonsall, De Luz and Rainbow.
Fred has served as a Senior Volunteer Patrol Sheriff for San Diego County for over 14 years.
Fred was the recipient of the AFCOM Enterprise Systems Manager of the Year award in 1998. Fred was the recipient of the Distinguished Service Award by the San Diego County Fire Safe Council in 2006 and 2008.

The Board's biggest challenge is to continue to provide outstanding fire prevention and protection to all the citizens of Bonsall, Fallbrook and Rainbow in a cost-effective manner.
